Scope:
Install two (2) 5,000 gallon dual-wall #2 oil tanks
to keep existing units online while removing the existing
underground 20,000 gallon oil tank. Install two (2)
600 HP Cleaver Brooks LE 150 PSI steam boilers, one
(1) 40,000 gallon dual-wall #2 oil tank. Convert systems
over to the new power plant.
Details:
The Embreeville Complex is a former state
mental hospital located in Southeastern Pennsylvania,
which is operated by the Department of Public Welfare
(DPW).
The facility is now solely occupied by State, County
and Municipal agencies. Since funding and plant maintenance
are scarce DPW and the Penn State Facilities Engineering
Institute on various scenarios and budget plans. The
plan was to install new oil-fired boilers to replace
their coal-fired boilers.
Late in the summer of 2001 the coal handling equipment
had a total failure and the DPW put together an emergency
bid which Powerhouse won.
Several factors put a strain on the timetable, including
unstable soil conditions, strict code requirements,
and the onset of winter weather.
Powerhouse worked with DPW's purchasing office at
the "Hamburg Center" on a lease-purchase
option that allows the State minimal capital commitment
and flexibility.
